Solar thermal and concentrated solar power barometer 2023

+ 11.9 % The growth of the solar thermal market in the European Union between 2021 and 2022
The energy crisis that is hitting Europe and worsening climate “overheating” has propelled renewable solar thermal heat encompassing all its components to centre stage, wherever it is applied in the individual and collective residential segment, district heating networks or to meet industrial heat requirements. The sector has picked up over the last two years in a much more promising context – that of the sharp rise in energy prices and the determination of the European Union countries to wean themselves off imports of Russian natural gas. According to EurObserv’ER, the solar thermal market recovery triggered in 2021 was confirmed in 2022 with 11.9% growth in the annual installed capacity figure, i.e., 1 660.7 MWth installed. This capacity equates to a collector area of almost 2.4 million m2. Only a single thermodynamic solar power plant (also known as a concentrated solar power plant) was commissioned in Europe in 2022, making it a slow year. The plant in question, the SOLINPAR CSP plant is in Italy, and takes the country’s concentrated solar power capacity to 12.4 MW and the European Union’s CSP capacity to 2 333.1 MW.

La crise énergétique qui frappe l’Europe et la « surchauffe climatique » de plus en plus prégnante a remis en scène la chaleur solaire thermique renouvelable dans toutes ses composantes, que ce soit sur le segment du résidentiel individuel et collectif, les réseaux de chaleur urbains ou les besoins de chaleur des entreprises. La filière évolue depuis deux ans dans un contexte beaucoup plus favorable avec la forte augmentation du prix de l’énergie et la volonté des pays de l’Union européenne de se sevrer des importations de gaz naturel russe. Selon EurObserv’ER, la reprise du marché du solaire thermique amorcée en 2021 s’est confirmée en 2022 avec une croissance de 11,9 % de la puissance installée annuellement, soit 1 660,7 MWth installés. Cette puissance est équivalente à une superficie de capteur de près de 2,4 millions de m2.

In several key European Union markets the pieces seem to have fallen back into place as solar thermal has returned to growth. The sector took up the opportunities offered by more appropriate aids and benefitted from higher fossil energy and electricity prices. According to EurObserv’ER, the 2021 market returned above the 2 million m2 mark, taking all the European Union solar thermal applications together (solar hot water heating, solar, industrial and district heating). This is particularly well-timed for tackling climate change and our dependency on Russian hydrocarbons. New CSP power plant projects have been announced in pain, but their construction will be some time in coming, with the result that at the end of 2021, the European Union’s meter was stuck at 2 328.8 MW including demonstration plants. At least two power plants were commissioned elsewhere in the world, one with 110 MW and the other with 50 MW of installed capacity – hich takes global installed CSP capacity to 6 570.9 MW.

Les planètes semblent de nouveaux alignées pour le solaire thermique avec une croissance retrouvée sur plusieurs marchés clés de l’Union européenne. La filière a su profiter de dispositifs d’aide plus adaptés et d’une augmentation des prix des énergies fossiles et de l’électricité. Selon EurObserv’ER, le marché du solaire thermique de l’Union européenne, sur toutes ses applications (chauffe-eau solaire, chauffage solaire, industrie et chauffage urbain), est repassé au-dessus du seuil des 2 millions de m2 en 2021. Une bonne nouvelle dans la lutte contre le changement climatique et la dépendance aux hydrocarbures russes.

Si de nouveaux projets de centrales solaires thermodynamiques (également appelées centrales solaires à concentration) ont été annoncés en Espagne, il faudra encore attendre avant d’en voir la construction. Le compteur de l’Union européenne, si l’on prend en compte les centrales de démonstration, reste donc toujours à 2 328,8 MW fin 2021. Au niveau mondial, au moins deux centrales, une de 110 MW et une autre de 50 MW, ont été mises en service durant l’année 2021, ce qui porte la puissance CSP à 6 570,9 MW.)

– 15.3% The decrease of the solar thermal market in the European Union in 2020
On balance, the European solar thermal sector put in a poor performance in 2020, as it compared badly with 2018 and 2019, when the sector seemed to be getting back on its feet. EurObserv’ER reports that the installed surface in the countries of the European Union to 27 is down by 15.3% compared to 2019, just under 2 million m2. The Covid pandemic is not the only reason for the sector’s troubles but should bear part of the blame for the slowdown observed in several national markets during the first half year. Other solar thermal markets, such as Germany’s, finally returned to growth, driven by the country’s restated political insistence on decarbonising its heating and domestic hot water production needs.

Concentrated Solar Power (CSP) plants cover all the technologies devised to transform solar radiation energy into very high temperature heat for onward conversion into electricity. CSP development is being pursued in countries that offer suitably propitious sunlight conditions, such as China, Chile, India, South Africa, the Middle East, and the Maghreb. The only a sizeable production sector in Europe is that of Spain, and after champing at the bit for many years, the Spanish sector expects an initial tender for at least 200 MW to be launched in 2021.

Sur le plan comptable, l’année 2020 n’a pas été un bon millésime pour la filière solaire thermique européenne, moins bon qu’en 2018 et 2019, deux années où elle semblait reprendre ses marques. Selon EurObserv’ER, la surface installée dans les pays de l’Union européenne à 27 est en baisse de 15,3 % par rapport à 2019, soit un peu moins de 2 millions de m2. La crise sanitaire n’explique pas à elle seule les difficultés de la filière, mais elle est en partie responsable de la baisse d’activité observée sur certains marchés nationaux durant le premier semestre.

D’autres marchés du solaire thermique, comme l’Allemagne, ont enfin renoué avec la croissance en lien avec une volonté politique réaffirmée de décarboner les besoins de chauffage et de production d’eau chaude. Les centrales solaires thermodynamiques ou thermiques à concentration (CSP) regroupent l’ensemble des technologies qui visent à transformer l’énergie du rayonnement solaire en chaleur de très haute température pour la valoriser ensuite en électricité. Le développement actuel des centrales CSP se fait dans des zones où les conditions d’ensoleillement sont très propices telles que la Chine, le Chili, l’Afrique du Sud, le Moyen-Orient ou le Maghreb. En Europe, jusqu’à présent, seule l’Espagne dispose d’une filière de production d’envergure. Après de longues années d’attente, la filière espagnole s’attend enfin à la publication en 2021 d’un premier appel d’offres d’une puissance d’au moins 200 MW.

+1.5 % The increase of the solar thermal market in the EU 28 in 2019
The European Union solar thermal market for heat, heating, and domestic hot water production held up well in 2019. Initial estimates put the total installed collector area at just under 2.3 million m2, which is a slight increase (1.5%) on its 2018 level. However, individual country situations vary, and the sector still has to reinvent itself to meet the huge challenge of climate neutrality.

The term Concentrated Solar Power (CSP) covers all the technologies that aim to transform solar radiation energy into very high temperature heat to convert it into electricity. Most of the current CSP development is going on in countries and regions that offer suitably conducive sunlight conditions, such as China, India, Australia, South Africa, the Middle East, and the Maghreb. The European Union’s new CSP plant installation pace slowed down considerably after an initial flurry concentrated in Spain between 2007 and 2014. In 2019, the European Union gauge moved up slightly to 2 323 MW when the eLLO project in the Pyrénées-Orientales, France, officially came on stream.

Le marché solaire thermique dédié à la production de chaleur, chauffage et eau chaude est, à l’échelle de l’Union européenne, parvenu à se maintenir en 2019. Selon les premières estimations disponibles, la superficie totale des capteurs installés devrait s’établir à un peu moins de 2,3 millions de m2, soit en légère augmentation par rapport à 2018 (+ 1,5 %). La situation reste cependant nuancée selon les pays et la filière cherche toujours à se réinventer pour répondre au formidable défi de la neutralité climatique.

Les centrales thermodynamiques ou solaires thermiques à concentration (CSP) regroupent l’ensemble des technologies qui visent à transformer l’énergie du rayonnement solaire en chaleur de très haute température pour la valoriser ensuite en électricité. L’essentiel du développement actuel des centrales thermodynamiques se situe dans des régions où les conditions d’ensoleillement sont très propices, telles que la Chine, l’Inde, l’Australie, l’Afrique du Sud, le Moyen-Orient ou le Maghreb. Dans l’Union européenne, le rythme d’installation des nouvelles centrales CSP évolue de façon plus lente. Après une vague d’installations qui s’est concentrée en Espagne entre 2007 et 2014, le marché s’est grandement ralenti. En 2019, le compteur de l’Union européenne a légèrement augmenté et s’établit à 2 323 MW avec la mise en service officielle en France du projet eLLO situé dans les Pyrénées-Orientales.

At long last, after a sluggish decade of decline, the European Union solar thermal market for hot water production and heating applications appears to have returned to growth. According to EurObserv’ER, the 2018 European market posted a rise of some 8.4% compared to 2017, which equates to 2.2 million m2 of newly-installed surface. However, the amounts of growth vary by country and market segment.

Selon EurObserv’ER, le marché européen a affiché en 2018 une hausse de l’ordre de 8,4 % par rapport à 2017, soit une surface nouvellement installée de 2,2 millions de m2. Cette croissance n’est cependant pas uniforme selon les pays et les segments de marché.

Solar thermal energy is no doubt the ultimate physical form for transferring heat to water without emitting greenhouse gases or pollutants. Yet in 2017 the sector struggled to survive in the hot water production and heating market. According to EurObserv’ER, the annual solar thermal collector surface area in the European Union dropped below the 2 million m2 mark, i.e. by 24.2% compared to the previous year’s installed surface area. The individual national market figures vary widely, with several countries showing encouraging signs.

Le solaire thermique est certainement la forme ultime du point de vue physique pour transférer de la chaleur à de l’eau sans aucune émission de gaz à effet de serre et sans émettre de polluants. La filière peine cependant à s’imposer économiquement sur le marché de la production d’eau chaude et du chauffage. Selon EurObserv’ER, la surface annuelle de capteurs solaires thermiques de l’Union européenne est passé en 2017 sous la barre des 2 millions de m2, soit une baisse de 24,2 % par rapport aux surfaces installées en 2016. Au niveau des marchés nationaux, les situations sont plus contrastées avec toutefois quelques signes encourageants pour certains pays.

The European solar thermal market is still losing pace. According to the preliminary estimates from EurObserv’ER, the solar thermal segment dedicated to heat production (domestic hot water, heating and heating networks) contracted by a further 4.6% in 2016 down to 2.6 million m2. The sector is pinning its hopes on the development of the collective solar segment that includes industrial solar heat and solar district heating to offset the under-performing individual home segment.

Le marché européen du solaire thermique continue sa lente décélération. Selon les premières estimations d’EurObserv’ER, le marché du solaire thermique dédié à la production de chaleur (eau chaude sanitaire, chauffage et réseau de chaleur) s’est de nouveau contracté de 4,6 % en 2016, pour atteindre 2,6 millions de m2. Pour pallier la baisse d’intensité du marché des maisons individuelles, le développement du marché du solaire collectif, de la chaleur solaire industrielle et des réseaux de chaleur solaire reste très attendu par la filière.

Der europäische Solarthermiemarkt ist weiter auf dem Rückgang. Nach vorläufigen Schätzungen des EurObserv’ER hat sich das Solarthermie- Segment zur Wärmeproduktion (Warmwasser, Heizung und Wärmenetze) 2016 um weitere 4,6 % verringert und steht nun bei 2,6 Millionen m2. Die Branche hofft daher, dass es über die Entwicklung des Solarmarktes im Bereich der Kollektivanlagen, der solaren Industriewärme und der solaren Fernwärme gelingt, das schwache Einfamilienhaussegment auszugleichen.

In 2015, the European Union saw its solar thermal market contract for the seventh year in a row. EurObserv’ER puts sales of solar thermal capacity installed for the heating market (hot water and space heating) at 1 861 MWth, equivalent to a 2.7 million m² of collectors… a further 8.6% decrease on the previous year’s poor performance. Combined solar thermal capacity installed to date in the EU stands at 34.3 GWth, or 49 million m² of collectors.

En 2015, le marché solaire thermique de l’Union européenne est en baisse pour la septième année consécutive. Selon EurObserv’ER, la puissance additionnelle des installations solaires thermiques dédiées au marché de la chaleur (eau chaude et chauffage) a atteint 1 861 MWth, soit une surface de capteurs de 2,7 millions de m². Cela représente une décroissance de 8,6 % par rapport aux capteurs installés l’an passé. La puissance cumulée des installations solaires thermiques atteint désormais 34,3 GWth, soit 49 millions de m² de capteurs.

According to EurObserv’ER , the market contracted by a further 3.7% from its 2013 level which is the sixth decrease in a row.

La construction d’une série de nouveaux projets pourrait débuter au deuxième semestre 2015 sur le territoire italien, avec des mises en service prévues en 2016 et 2017. Le marché européen du solaire thermique dédié à la production de chaleur, eau chaude sanitaire et chauffage, n’a toujours pas trouvé la solution pour rebondir. Selon EurObserv’ER, il est une nouvelle fois en diminution, et ce pour la sixième année consécutive, avec une baisse de 3,7 % par rapport à 2013.

Die installierte CSP Leistung in der Europäischen Union ist 2014 gleich geblieben und wird 2015 vermutlich nur einen unbedeutenden Anstieg verbuchen. Die Arbeiten an mehreren neuen Anlagen, die in Italien 2016 und 2017 in Betrieb gehen sollen, könnten in der zweiten Hälfte des Jahres beginnen.

Der europäische Solarthermie-Markt zur Erzeugung von Wärme und Warmwasser für Haushalte hat bisher kein Patentrezept gefunden, um sich zu erholen. Nach Angaben des EurObserv’ER schrumpfte der Markt im Vergleich zu 2013 um weitere 3,7 % und verzeichnet somit das sechste Jahr in Folge einen Rückgang.

EurObserv’ER reports that the market is in its fifth successive year of contraction in the European Union. It now posts a 10.5% decline on its 2012 performance having struggled to install just over 3 million m2 of collectors in 2013.

De son côté, le marché européen du solaire thermique dédié à la production de chaleur, eau chaude et chauffage, continue de décrocher. Selon EurObserv’ER, il est en baisse pour la cinquième année consécutive, affichant cette fois une diminution de 13,2 % par rapport à 2012, soit une superficie installée à peine supérieure à 3 millions de mètres carrés en 2013.

Der europäische CSP-Markt wird nach den Bemühungen, in Spanien im Jahr 2013 350 MW CSP-Leistung zu installieren, eine einjährige Pause einlegen. Der Fokus hat sich nun auf Italien verlagert, das in ein paar Jahren den Markt wieder beleben könnte. Der europäische Solarthermiemarkt für Wärme- und Warmwasserproduktion sowie Raumheizung ist weiterhin im Schrumpfen begriffen. Nach EurObserv’ER Angaben verringert sich das Marktwachstum in der Europäischen Union zum fünften Mal in Folge. Der Markt verbucht einen Rückgang von 10,5 % gegenüber 2012. Auch 2013 ist es nur mit Mühe gelungen, knapp 3 Millionen m2 Kollektorfläche zu installieren.

Konsorcjum EurObserv’ER donosi, że roczne przyrosty mocy zainstalowanej w Unii Europejskiej już piąty rok z rzędu wykazują tendencję spadkową. Obecny spadek tempa przyrostu nowych instalacji wynosi 10,5% w latach 2012-2013. W 2013 r. zostało zainstalowanych zaledwie ponad 3 milionów m2 kolektorów słonecznych. Europejski rynek technologii CSP oczekuje od roku na zakończenie budowy 350 MW mocy w elektrowniach CSP w Hiszpanii, rozpoczętych w 2013 roku. Zainteresowanie przeniosło się do Włoch, gdzie oczekuje sie reaktywacji europejskiego rynku inwestycji dla tej technologii.

Piaţa europeană a centralelor solare termodinamice se pregăteşte să se confrunte cu un an «alb» în 2014, după construcţia ultimilor 350 MW care s-a încheiat în Spania în 2013. Privirile se întorc acum spre Italia, care alimentează speranţele unei relansări a sectorului în următorii doi ani. De cealaltă parte, piaţa europeană a energiei solare termice dedicată producţiei de căldură, apă caldă şi încălzire, îşi continuă declinul. Conform EurObserv’ER, aceasta se află în scădere pentru al cincilea an consecutiv, afişând de această dată o reducere cu 13,2 % faţă de anul 2012, respectiv o suprafaţă instalată cu puţin peste 3 milioane de metri pătraţi în 2013.

The European concentrated solar power plant market is steeling itself for tough time ahead. The number of projects under construction is a pittance compared with 2012 that was an excellent year for installations (an additional 802.5 MW of capacity recorded). This drop is the result of the moratorium on renewable energy power plants introduced by the Spanish government. The European solar thermal market is hardly any more encouraging. EurObserv’ER holds that it slipped for the fourth year in a row (it dropped 5.5% between 2011 and 2012). The newly-installed solar thermal collector surface area in the EU now stands at 3.4 million m2, far short of its 2008 installation record of 4.6 million m2.

L e marché européen des centrales héliothermodynamiques se prépare à des lendemains très difficiles. Après une année 2012 florissante sur le plan des installations (802,5MW supplémentaires enregistrés en 2012), le nombre de projets en construction est en nette diminution. Cette baisse est consécutive au moratoire mis en place par le gouvernement espagnol sur les centrales de production d’énergie renouvelable. Le marché européen du solaire thermique n’invite guère plus à l’optimisme. Selon EurObserv’ER, il est de nouveau en baisse pour la 4ème année consécutive (-5,5% entre 2011 et 2012). La surface des capteurs solaires thermiques nouvellement installés dans les pays de l’Union s’établit désormais à 3,4 millions de m², loin de son record d’installations de 2008 de 4,6 millions de m².

After two years of sharp decline, the European solar thermal market is bottoming out. The EurObserv’ER survey findings are that the installation figure fell just 1.9% in comparison with 2010, giving a newly-installed collector area of 3.7 million m2. The concentrated solar power sector has been forging ahead alongside the heat production applications, and at the end of 2011 installed capacity passed the one gigawatt mark in Spain for the first time with 1 157.2 MWe.

Après deux années de forte baisse, le marché européen du solaire thermique tend enfin à se stabiliser. Selon l’enquête menée par EurObserv’ER , il n’a baissé que de 1,9 % par rapport à 2010, soit une surface de capteurs nouvellement installés de 3,7 millions de m2. Parallèlement aux applications pour la chaleur, la filière des centrales hélio-thermodynamiques poursuit son développement en franchissant pour la première fois en Espagne le cap du gigawatt installé, soit 1 157,2 MWe fin 2011.

As could be expected, the recession cast long shadows over the European solar thermal market throughout 2010. For the second year running, new installations for hot water production and space heating (collectors) decreased. According to the EurObserv’ER survey the newly-assigned surface area was 3.8 million m2 in 2010, down from 4.2 million m2 in 2009 and 4.6 million m2 in 2008. At the same time, the European high-temperature solar sector related to electricity production has been taking shape alongside the heat-producing applications, with 638.4 MW already installed. Spain accounts for almost all of this capacity, and a further five EU countries, mostly Mediterranean, intend to develop the sector.

Comme attendu, le marché européen du solaire thermique a continué en 2010 à souffrir de la crise économique. Pour la deuxième année consécutive, la surface des capteurs dédiée à la production d’eau chaude et de chauffage est en diminution. Selon l’enquête d’EurObserv’ER, elle a été de 3,8 millions de m2 en 2010, contre 4,2 millions en 2009 et 4,6 millions en 2008. Parallèlement aux applications de production de chaleur, se précise le développement de la filière solaire européenne haute température dédiée à la production d’électricité, avec 638,4 MW déjà installés. L’Espagne représente la quasitotalité de cette puissance, mais cinq autres pays de l’Union, pour la plupart méditerranéens, ont prévu de développer la filière.

In 2008, the European solar thermal market put on a strong spurt only to mark time in 2009 with about 4.2 million m2 installed, which is 443 708 m2 less year-on-year. The economic crisis has had a ripple effect on the European market in the shape of the Euro crisis at the beginning of May, so the slump seems set to continue on into 2010.

Après avoir augmenté très fortement en 2008, le marché européen du solaire thermique a marqué le pas en 2009 avec près de 4,2 millions de mètres carrés installés, soit près de 443 708 m2 de moins qu’en 2008. Les effets de la crise économique sur le marché européen semblent devoir se prolonger en 2010, relayés début mai par la crise de l’euro.
