EC BREC was created in December 1994 by the European Commission. The centre works within the structures of the institute for Building, Mechanisation and Electrification of Agriculture (IBMER), which is the main research and development unit of the Ministry of Agriculture in the field of agriculture and engineering on energy.

On a decision of the Polish Council of Ministers on 5th December 2000, EC BREC has been designated as responsible for setting up national renewable energy policy. EC BREC / IBMER includes 20 permanent experts who work in offices in Warsaw and Gdansk.

EC BREC is in close cooperation with all the principal actors of the renewable energies sector in Poland, such as ministries, governmental agencies, power companies, industrial associations, financial organisations, regional authorities, etc.

EC BREC will ensure collection of data for Poland and distribution of the indicators in the Polish press. This Polish consulting firm, which possesses the skills and reputation necessary for such a task, will participate in the consortium as a sub-contractor. It has successfully participated in data collection and promotional actions for the barometer in Poland since the beginning of 2003.
